WCW Investigation: NIH Still Funding Chinese Dog Labs & Other CCP Animal Tests

White Coat Waste is a bipartisan campaign to expose and close the U.S. government’s dog testing business at home and overseas. For years, we’ve been following the money flowing from the National Institutes of Health (NIH) to taxpayer-funded animal testing laboratories in China. We were the first to expose how Dr. Fauci’s gain-of-function experiments on humanized mice in Wuhan probably infected Patient Zero and prompted a lab leak and pandemic.

Last year, we led the campaign that finally defunded and disqualified the Wuhan animal lab.

Now, our new “Seeing Red” investigation has uncovered that the NIH is still shipping U.S. tax dollars to dozens of Chinese animal labs… including labs torturing beagles as young as one day old.

This 18-month-old female beagle had her spinal cord severed and was killed by experimenters from NIH-funded Sun Yat-Sen University and the Chinese Academy of Sciences

Among the taxpayer-funded canine cruelty we uncovered is an active $124,200 NIH contract for completely unnecessary experimental drug testing on dogs at a Chinese lab called Pharmaron.

In all, this Chinese animal lab is currently receiving over $2 million in tax money for wasteful tests on dogs, primates, and other animals.

This is alarming for many reasons, including that the US Food and Drug Administration has
clearly stated in direct response to WCW campaigns that, The FDA does not mandate that human drugs be studied in dogs.”

Documents uncovered through WCW’s investigation detail how NIH-funded labs in China are killing beagles as young as one day old and severing beagle puppies’ spinal cords. In one published experiment, white coats at a Chinese government lab write that, “the dogs were executed.”

In all, 28 animal laboratories in China are actively eligible to receive U.S. taxpayers’ money from the NIH.


Many of the over two dozen Chinese animal labs approved for U.S. taxpayer funding are controlled by or tied to the Chinese Communist Party and military and several conduct dangerous virus experiments that can cause outbreaks.

Twenty-eight animal labs in China are currently approved by the NIH to receive taxpayer funding for animal tests. Many of these labs experiment on dogs and are tied to the Chinese Communist Party and military.


The list includes three different animal labs in China run by WuXi AppTec, a notorious company that tests drugs on beagle puppies, primates, and other animals. At Wuxi, dogs and other animals are injected with experimental drugs, forced to inhale or swallow them, or have them administered via surgically-implanted devices.

Democrats and Republicans in the House recently voted to defund Wuxi AppTec due to its ties to the Chinese military. Yet, the NIH continues to fund the organization’s wasteful animal testing.

NIH Funding Chinese Labs

Two other NIH-approved animal labs are operated by the CCP-controlled Chinese Academy of Sciences, the Wuhan lab’s parent organization which has ties to Chinese military, nuclear, and cyberespionage programs. The U.S. Department of Defense has stated that CAS, “reports directly to the State Council…with much of its work contributing to products for military use.”

The NIH-funded CAS Institute of Biochemistry and Cell Biology has been breeding beagles to suffer from an autism-like disorder and dosing them with the psychedelic drug LSD.

The NIH-funded CAS Shenzhen Institute of Advanced Technology has conducted experiments in which female beagles had their livers punctured and tumors implanted. Below are photos from inside the laboratory.

Documents uncovered by WCW show that the NIH-funded University of Hong Kong has conducted dog experiments with China’s People’s Liberation Army in which dozens of beagles were killed and had their spines cut out.

Two other NIH-funded labs in China are also directly controlled by the CCP. Sun Yat-Sen University, which conducts disturbing videotaped dog experiments we’ve exposed, remains eligible for NIH funding even though it is listed on the Department of Commerce’s list of sanctioned organizations.

Peking University
has received $745,000 for animal experiments in an ongoing collaboration with the University of Southern California.  Peking University has also recently conducted numerous dog tests, including a study with China’s People’s Liberation Army in which beagles had their teeth removed in painful dental experiments.

NIH-funded Southern Medical University
breeds beagles for abuse in experiments at labs across China and collaborates on deadly dog tests with Sun Yat-Sen University and others.

NIH-funded Nanjing Medical University abuses hundreds of beagles in experiments, including performing invasive surgeries on dogs to cause strokes, liver failure, and heart disorders. China Medical University recently conducted painful and deadly dental experiments on beagles.

The NIH also funds for-hire labs in China including Crown BioSciences, BioDura, and Medicilon that inject and force-feed dogs with experimental drugs and chemicals.

NIH-funded China Medical University, Peking University, Southern Medical University, and Sun Yat-Sen University also house biosafety level 3 labs that experiment on dangerous viruses that are lethal to humans and can be transmitted by air and threaten national security and public health.

Rep. Nancy Mace (R-SC) told the press: “It’s disgusting that the Biden-Harris Administration is still sending American tax dollars to shady Chinese labs for unnecessary, unethical, and unsafe experiments on dogs and puppies. This needs to stop immediately. They must’ve forgotten what happened in Wuhan.”

This is just the tip of the iceberg. Because of transparency loopholes, it’s impossible to know the full extent of the government’s wasteful spending in Chinese animal labs.

We’ve been making great progress with Congress to investigate and defund dangerous and cruel animal labs in China and other adversarial countries.  

Fortunately, based on our new findings, Senator Joni Ernst (R-IA) and Reps. Nick Langworthy (R-NY), Don Davis (D-NC), and Clay Higgins (R-LA) have just introduced the bipartisan Chinese Laboratory Accountability and Watchful Spending (CLAWS) Act (H.R. 9785/S. 5255) to require all federal agencies to report to Congress annually on their funding for animal labs in China.
