WCW Investigation: Bhattacharya’s NIH Doles Out $24M+ to Pharma Cos. for Dog Testing

  • A new White Coat Waste (WCW) investigation has exposed how, under Director Jay Bhattacharya and ‘animal testing czar’ Nicole Kleinstreuer, the National Institutes of Health (NIH) has doled out over $24 million in new grants to pharmaceutical companies for cruel and wasteful drug tests on dogs.
  • In these barbaric taxpayer-funded tests, pharmaceutical companies are injecting, force-feeding, and making beagles inhale massive doses of experimental drugs, which can cause convulsions, bleeding, vomiting, and death. 
  • In addition to brand-new grants, Bhattacharya’s NIH also extended pre-existing grants and contracts for drug companies’ dog labs, worth a total of $72 million.
  • Bhattacharya and Kleinstreuer continue to bankroll new beagle tests, despite claiming the problem “predates” them and that they are “working tirelessly” to “phase out” dog labs. 
  • The NIH’s funding of pharma’s deadly dog labs continues even though Calley Means, senior advisor to Health and Human Services Secretary Robert F. Kennedy, Jr., said, “We’re gonna get the NIH away from pharmaceutical R&D. They can do that themselves.”
  • RFK Jr. and Food and Drug Administration (FDA) Commissioner Marty Makary have long supported WCW’s efforts to end drug testing on animals and said they’d prioritize cutting related requirements.
  • WCW has been leading the national campaign to hold Bhattacharya and Kleinstreuer accountable for lying to taxpayers and continuing to fund existing and new grants for wasteful dog and cat experiments.

While Trump Administration agencies like the Department of Defense respond to White Coat Waste campaigns and slash spending on dog and cat tests virtually overnight, National Institutes of Health Director Jay Bhattacharya and Acting Deputy Director (and ‘animal testing czar’) Nicole Kleinstreuer continue to dole out millions in brand-new grants and contracts to abuse puppies and kittens in laboratories.  

In direct response to WCW’s investigations and criticism from Congress, Bhattacharya and Kleinstreuer have falsely claimed that the problem “predates” them and that they’re bound by “legal constraints,” but they are “working tirelessly” to “phase out” dog and cat testing.

Many of these wasteful experiments on pets are being conducted at colleges and universities, but the NIH is also footing the bill for pharmaceutical companies’ barbaric beagle tests. 

Earlier this year, we exposed how the NIH has been funding dog testing for an experimental weight loss drug being developed by a company started by the billionaire co-founder of Moderna.

Our newest ongoing investigation has uncovered how the Bhattacharya-Kleinstreuer NIH is forcing taxpayers to foot the bill for even more of pharma’s deadly R&D on dogs. 

Federal spending records and Freedom of Information Act documents analyzed by WCW reveal that, since Bhattacharya and Kleinstreuer took office in April, the NIH handed out at least 22 brand-new grants—totaling $24 millionto pharmaceutical companies for dog testing. 

In addition to the brand-new grants, Bhattacharya’s NIH also extended at least 23 pre-existing grants and contracts funding drug companies’ dog labs, worth a total of $72 million. 


In these barbaric NIH-funded tests, pharmaceutical companies forcibly expose beagles to experimental drugs through masks strapped to their faces, tubes forced down their throats, or injections in their veins or eyeballs. The dogs—as well as monkeys and rats in some cases—are dosed with drugs every day for months on end. 

The renewed contracts exposed by WCW include funding for cocaine tests on beagles and other dog tests by the notorious animal testing company SRI International, which Dr. Fauci paid to cut dogs’ vocal cords and poison puppies with experimental drugs. 

One drug maker, whose $1.5 million NIH grant for dog testing was extended under Bhattacharya and Kleinstreuer, explained that it “requests support to complete critical pre-clinical studies to de-risk its drug development effort in the eyes of potential investors.”

In May 2025, Calley Means, senior advisor to Health and Human Services Secretary Robert F. Kennedy, Jr., told the MAHA Institute, “We’re gonna get the NIH away from pharmaceutical R&D. They can do that themselves.”

So, why are taxpayers funding unnecessary dog tests to help private drug companies secure investors?  

For years, WCW has been leading a campaign to end this abuse with forward-thinking companies like Vanda Pharmaceuticals. We’ve documented the use of beagles as young as one week old, and some have had their mouths taped shut so they can’t spit out the drugs. These dogs often suffer from pain, paralysis, convulsions, bleeding, vomiting, and even death. 

The NIH’s wasteful spending on Big Pharma’s beagle abuse continues, even though the Food and Drug Administration stated in response to a WCW investigation, “The FDA does not mandate that human drugs be studied in dogs.” 

WCW investigations have exposed how puppies as young as 1 week old are abused in drug toxicity tests.

In 2022, WCW proved this. We forced Dr. Fauci to cancel plans to fund a series of dog tests for an experimental hay fever drug and acknowledge that alternatives could be used.  The Pentagon also recently canceled millions in contracts for drug testing on beagles exposed by WCW. 

Bhattacharya’s boss, Secretary RFK Jr., has long supported WCW’s efforts to end drug and vaccine tests on dogs by Dr. Fauci and other bureaucrats. 

At an April 2025 Cabinet meeting, RFK Jr. promised a “dramatic reduction in animal testing at the NIH and FDA.”

Likewise, Food and Drug Administration Commissioner Marty Makary has backed WCW’s work to end wasteful and cruel drug testing on dogs for years, calling it “sick.” 

Earlier this year, Makary told Megyn Kelly, “Why are we testing every single drug on chimpanzees and dogs, usually beagles? Because they’re obedient…. It’s sad and it’s unnecessary.” 

Why is the Bhattacharya-Kleinstreuer NIH forcing taxpayers to foot the bill for Big Pharma’s deadly R&D on dogs?
